Mr. Robert Smart is a seasoned global leader in competency-based assessment, digital skills validation, and transformative education technology. With over 30 years of experience driving innovation in workforce assessment and learning systems, he is widely recognized as a pioneer in the development and commercialization of competency recording solutions.
As Chief Executive Officer of Vametric, Robert leads the company’s vision to modernize how skills and competencies are demonstrated, assessed, and recognized in today’s knowledge and trade economies. Under his strategic leadership, Vametric’s flagship platform, VALID-8, has been deployed in 27+ countries, empowering millions of learners, professionals, and institutions to “show what they can do” — not just what they’ve studied. This evidence-based, legally defensible system bridges the longstanding gap between traditional credentials and real-world performance.
Robert’s pioneering work in digital assessment traces back to the creation of some of the world’s first online e-portfolio systems, developed to support automotive, vocational, and higher-education sectors and later scaled across diverse industries including healthcare, military, regulatory bodies, and apprenticeship programs. His contributions have positioned Vametric as a respected innovator in competency assessment, often shaping policy and practice in workforce development globally.
Prior to founding Vametric, Robert served in a range of leadership and technical roles, including as Lead Assessor and Verifier for FirstGroup and BMW/Rover. His early career also includes service in the British Army, where he developed foundational expertise in organizational leadership and technical training systems — experience that continues to inform his approach to learning and assessment excellence.
Robert holds professional credentials and technical certifications from respected institutions in the United Kingdom, and he is frequently invited to share thought leadership on competency-based assessment at international forums and legislative panels around the world, including the World Bank, OECD and the National Council of State Legislators. To date, Robert has delivered countless key note presentations at international conferences is engaged with the OECD on Educational (PISA TVET) Reform. His work has been cited in major workforce and licensure reports, highlighting his influence on contemporary skills policy and workforce reform initiatives.
A dual UK-Canada citizen based in Ottawa, Robert remains at the forefront of efforts to redefine how talent is recognized and mobilized — ensuring that employers, regulators, and learners alike benefit from transparent and equitable systems of skills validation.
